The President of the United States can exert a major leadership influence on the course of international political and cultural evolution. Frank Press, Science Adviser to President Carter and Director of the Office of Science and Technology Policy, has graciously contributed a concise prefatory paper. Seven of his predecessors as Presidential Science Adviser have thoughtfully expressed their individual observations, emphasizing the future, based on their experiences and their ruminations. Science and technology advice are essential to the President as inseparable ingredients in broad panoply of policy-making on domestic and foreign issues. The Science Advisory Committee, as established by President Truman with a letter, dated April 20,1951, reported to the Director of the Office of Defense Mobilization and also to the President. The President’s Science Advisory Committee should be re-established. It should be composed of generalists of stature, wisdom, discretion, independence, and patriotic dedication.
