Since 1994 Jerusalem was addressed in more than 30 Israeli and Palestinian Track Two forums. A comparison of the creative ideas and understandings produced in Track Two with the positions taken by the decision makers during the official discussions shows what parameters shaped the official talks and limited the influence of Track Two. Symbolic boundaries are often used to enforce, maintain, normalize social boundaries. Some Track Two shortcomings are the direct consequence of the different nature of the channels themselves: while the formal negotiations were an authorized panel, in which decision makers participated for the purpose of decision making, Track Two negotiations were a laboratory for experimenting with ideas, building up a reservoir of different proposals, gathering information, helping to prepare for the official talks, etc. Both Palestinian and Israeli main Track Two forums saw each other not only as enjoying a free channel of communication with the establishment but also as representing the views of their leadership.
