The Han emperors sent the Xiongnu a lady of the imperial line or of noble descent, together with silk fabrics, wine and grain.

In return the Xiongnu promised not to attack — though they often broke the promise. Confucian statesmen found it burdensome, but its economic and military cost was lower than the alternative. It was the Han's principal policy until the mission of Zhang Qian.
