The authority of the Left and Right Chanyus ranked immediately after the centre. Military discipline was maintained by means of salgams and tuğs (standards). The state treasury was sustained not by the Chanyu's private property but by state taxes. This structure was the direct model of the proto-Turkic tradition of statehood (and, in the centuries that followed, of the Göktürks, the Uyghurs and others).
