This chapter looks at how a Security Council meeting is convened. With the exception of the ‘periodic meetings’ stipulated in the UN Charter, the President is — given certain qualifications — at liberty to make the call for a meeting to convene. The chapter then defines the term ‘agenda’ in the context of the Council, as well as the rules and rule exceptions surrounding the debate of a topic. It must be noted that ‘agenda’ carries a dual meaning within this context — as the first item of business for each meeting, and as a reference to a matter listed under consideration of the Council in the Summary Statement of matters of which the Security Council is seized. The latter is discussed in more depth further on in the chapter, along with other conventions for a typical Council meeting.
