By 1917, the Russian and Austrian empires were more than ready for peace, utterly unable to provide the resources required to continue the war. However, the Western powers were not yet ready for peace, repeatedly rejecting US President Woodrow Wilson's efforts to broker a treaty. ‘The United States Enters the War’ examines how the failure of these peace efforts, and the German decision to engage in unrestricted submarine warfare, drew the Americans into the war. When a German telegram encouraging the Mexican government to enter the war was intercepted, Congress declared war on 5 April 1917.
