Sultan Mehmed the Conqueror issued a written law code (kanunname) that clarified the authority of the sultan, his relationship with the grand vizier and the other viziers, and the legal framework of the devşirme (child levy) and timar systems.

Fratricide was legalised ("for the order of the world"). These documents are among the first systematic legal texts to codify the Ottoman tradition of government.
