After the Sui dynasty reunified China (581), a balance of tension and alliance was established with the Eastern Göktürks.

The Sui tried to reduce Göktürk pressure by handing over large quantities of silk each year, while the Göktürks in return continually demanded advantageous agreements. The Eastern Göktürk khagan Ishbara both threatened the Sui and partially cooperated with them. This asymmetric relationship foreshadowed the later Turkic-Chinese order.
