Caliph al-Mu'tasim (833-842) set aside the earlier Arab tribal army and created a new army composed of Turkic ghulam (slave-soldier) units.

He made Samarra the new capital, and Turkic commanders effectively took over military control. After this period those who ruled in the name of the Abbasids were mostly Turkic commanders.
