Bumin's brother Istemi, as commander (yabgu) of the western wing, swept from Kazakhstan to the Caspian and from Sogdiana to Ferghana.

Between 563 and 567 he formed an alliance with the Sasanids and crushed the Hephthalites from two sides. He reached the Caspian shore and set his sights on Crimea. He was the de facto founder of the Western Göktürk Khaganate.
