At the end of the 9th century the Pecheneg Turks became the dominant power on the steppe north of the Black Sea; they pressed hard upon the Khazars and Kievan Rus and pushed the Hungarian tribes westward (the Hungarians settled in Pannonia in 895).

Throughout the 10th century their relations with Byzantium shifted continually; Byzantium used the Pechenegs as an instrument against other Turkic and Rus powers.
